Bastrop County TX Water Rights

Can anyone tell me about "Water Rights" in Bastrop County, TX.???  I have 200 acres for sale and my clients have the water rights... I was approached today by someone asking to buy the water only and I don't know much about water rights.  The county told me the land sits atop 2 very large aquifers.  Can you sell water under your land??? Can the state stop you from pumping the water???  Any help would be nice.

You need to go to the county and to also to the LCRA if the Colorado River runs through the property.

The Colorado dose not run near the property.... This is in the Southwest corner of the county on the way to Lockhart on HWY 20.
